ATLANTA – Today, House Bill 428 passed out of the House with bipartisan support and will now head to the Senate for consideration. HB 428, which would codify protections for in vitro fertilization (IVF) in Georgia, is a priority bill for House Speaker Jon Burns (R-Newington) during the 2025 legislative session. This legislation, sponsored by State Representative Lehman Franklin (R-Statesboro), would ensure Georgians struggling with infertility will always have access to medical assistance through IVF.
“I’m incredibly proud of today’s passage of HB 428 which ensures Georgians struggling with infertility will never have to question their ability to seek medical assistance with starting or growing their families,” said Speaker Jon Burns. “Thank you to Representative Franklin for championing these critical protections and to the members of the House who continue to support Georgia’s families every step of the way.”
According to the Centers for Disease Control and Prevention, 19 percent of women face infertility. IVF has proven to be a safe and effective way to make the dream of having children possible for many of those women, and here in Georgia, more than 2,300 children were born through IVF in 2021 alone.
“Thanks to the assistance of IVF, my wife and I are expecting our first daughter later this year,” said Rep. Franklin. “I’m grateful to my colleagues in the House for their support of this legislation that will preserve the life-changing miracle of IVF for every Georgia family.”
