ATLANTA – House Speaker Jon Burns (R-Newington) recently appointed State Representative Carter Barrett (R-Cumming) to the House Committee on Ways and Means.
“This committee plays a critical role in shaping policies that directly impact Georgia’s financial stability,” said Rep. Barrett. “I am honored to join this distinguished committee and am especially grateful to Speaker Burns for appointing me to serve in this capacity. I look forward to collaborating with Chairman Shaw Blackmon and my fellow committee members as we work to advance sound AND responsible fiscal policy during the upcoming 2026 legislative session.”
The House Committee on Ways and Means is chief tax-writing committee in the House of Representatives. The committee derives a large share of its jurisdiction from the State Constitution which declares, “All bills for raising revenue shall originate in the House of Representatives.”

Representative Carter Barrett represents the citizens of District 24, which includes a portion of Forsyth County. He was first elected to the House of Representatives in 2022 and currently serves as the Vice Chairman of the Higher Education Committee and as Secretary of the Banks & Banking and Code Revision Committees. He also serves on the Ways and Means Committee, the Appropriations Committee and the Appropriations Subcommittee on Higher Education. He also chairs the House Study Committee on the Affordability and Accessibility of Georgia’s Legitimation Process.
