ATLANTA – State Representative Gerald Greene (R–Cuthbert), who serves as chairman of the House State Properties Committee, was recently recognized by the Center for Effective Lawmaking (CEL), a group of scholars from the University of Virginia and Vanderbilt University, as the second most effective House member out of 180 for the 2023-2024 legislative term.
“I am truly honored to receive this recognition, which reflects the collective efforts of many of my legislative colleagues and our dedicated House leadership under Speaker Burns and Leader Efstration,” said Chairman Greene. “There are many hurdles to passing meaningful legislation for the people of Georgia, and I believe the Georgia House does everything in our power to get effective, timely and impactful legislation to the finish line.”
The Center for Effective Lawmaking uses 15 metrics for bills sponsored by each state legislator to determine their list of most effective lawmakers. They analyze how far these bills get in the legislative process, how substantial their policy proposals are and other determining metrics.

Representative Gerald Greene represents the citizens of District 154, which includes Baker, Calhoun, Clay, Early, Miller, Quitman, Randolph and Seminole counties, as well as a portion of Dougherty County. He was first elected to the House of Representatives in 1982 and currently serves as Chairman of the State Properties Committee and as Vice Chairman of the House Appropriations Subcommittee on Economic Development. He also serves on the Economic Development & Tourism, Public Safety and Homeland Security, Retirement, Rules and Rural Development committees.
