ATLANTA – On Monday, May 12, 2025, Governor Brian Kemp signed House Bill 38 at the Georgia State Capitol. Sponsored by State Representative Chuck Martin (R-Alpharetta), chairman of the House Higher Education Committee, HB 38 expands eligibility for the Georgia College Completion Grant Program (GCCG) to students nearing graduation and extends the program for several more years.
“It’s an honor to have worked on legislation that expands opportunities for Georgia’s hardworking students and strengthens our growing workforce,” said Chairman Martin. “By broadening grant eligibility and extending completion time, we’re reaffirming our commitment to meeting the state’s educational needs. I’m grateful to Governor Kemp for signing this into law and thank my colleagues in both chambers for their dedication in getting it passed.”
HB 38 is agency legislation from the Georgia Student Finance Commission that extends on HB 1437 passed in 2022 and provides GCCG eligibility to students who have completed 70 percent of a four-year program or 45 percent of a two-year program. Under HB 38, the sunset date for the GCCG program is extended from June 30, 2025, to June 30, 2029.
