We are standing together to fight for Georgia families with a sweeping package of housing reform bills. These bills tackle abusive Homeowner Associations (HOAs), Property Owners Association (POA) and Condominium Association practices, unfair property tax assessments and predatory eviction policies – issues that constituents across Georgia have demanded action on for years.
Below are highlights of our Housing & Transparency Package (2025–2026):
- Community Association Transparency & Protection Act (LC 62 0026, refile of HB 303): Establishes an ombudsman and stronger protection for homeowners in HOAs, POAs and condo associations.
- Homeowner & Community Association Accountability Act (LC 62 0041): Creates a Homeowner Protection Division to investigate complaints, require financial disclosures and enforce fair practices.
- Homeowner Ombudsman & Dispute Resolution Act (LC 62 0042): Provides mediation, legal help and oversight under the Attorney General’s office.
- Community Integrity & Transparency Act (LC 62 0043), Fair Property Practices Act (LC 62 0044) and Community Accountability Act (LC 62 0045): Raise foreclosure thresholds, ban insider deals and require fair dispute resolution.
- Right to Information for Homeowners Act (LC 62 0046): Gives homeowners guaranteed access to HOA financial records and audits.
- Transparency in Property Assessments Act (LC 62 0065): Requires assessors to publicly disclose properties used in valuations and prohibit corporate sales from inflating residential taxes.
- Property Owner Rights & Accountability Act (HB 1032 Refile): Ends abusive foreclosures by HOAs for unpaid fees.
- Georgia Tenant Protection & Mediation Act (HB 1059 Refile): Creates eviction diversion and mediation programs.
- Community Solar Tax Credit & Workforce Development Act (LC 59 0062): Expands solar energy access and creates local green jobs.
We are fighting for families across Georgia to protect the American Dream of homeownership. Too many homeowners have been stripped of their rights by unregulated HOAs and unfair business practices. This package is about transparency, accountability and putting people before profits.
No Georgian should lose their home over abusive fees, unfair taxes or predatory evictions. We are standing shoulder-to-shoulder with the people, demanding reforms that protect homeowners and tenants.
This is a fight for fairness—and we won’t back down. Our constituents sent us here to fight for them, not to be silenced by artificial limits on how many bills we can file. The 10-bill cap is a barrier to justice. Housing is a human right, and we are committed to delivering solutions, no matter what obstacles are in our way.
We’re urging Georgians to stand with us in demanding fairness, transparency and accountability in housing. Constituents are encouraged to learn more about the bills and voice their support.

Representative Viola Davis represents the citizens of District 87, which includes a portion of DeKalb County. Representative Kim Schofield represents the citizens of District 63, which includes a portion of Fulton County. She was first elected to the House of Representatives in 2017 and currently serves as Secretary of the Urban Affairs Committee. She also serves on the Creative Arts & Entertainment, Health, Industry and Labor and Small Business Development committees.
Representative Sandra Scott represents the citizens of District 76, which includes a portion of Clayton County. She was first elected to the House of Representatives in 2010 and currently serves on the Banks & Banking, Defense & Veterans Affairs, Human Relations & Aging, Insurance and Reapportionment and Redistricting committees.
