Rep. Eric Bell Introduces Bill to Protect Individuals Who Seek Assistance from Law Enforcement as Victims of Certain Crimes

ATLANTA – State Representative Eric Bell (D-Jonesboro) recently introduced House Bill 464, which would protect individuals who seek assistance from law enforcement as victims of certain crimes and would ensure they are not prosecuted for unrelated offenses in the process.

“We must create an environment where victims feel safe coming forward without the threat of prosecution hanging over their heads,” said Rep. Bell. “HB 464 is a step toward building trust between law enforcement and communities, ensuring that no one is afraid to seek help when they need it most.”

HB 464 seeks to protect individuals from prosecution for certain unrelated offenses when reporting a crime in which they are the victim. The bill also seeks to ensure that victims, including those in vulnerable situations, are not deterred from seeking justice due to fear of legal consequences and facilitate greater cooperation between law enforcement and the community, leading to more effective crime prevention and resolution.

“The bill reflects a growing consensus among lawmakers, legal advocates and community organizations that protecting victims from prosecution encourages a more just and equitable criminal justice system,” added Rep. Bell. “HB 464 would provide immunity for prospective offenders who come forward as victims of specific crimes, eliminating the fear of prosecution when seeking help. By removing legal barriers that discourage victims from reporting crimes, this legislation aims to enhance public safety and promote justice for all Georgians. This legislation is about harm reduction and safety. We cannot allow fear of prosecution to prevent people from seeking the help they need. HB 464 is a necessary step toward a more just Georgia.”

HB 464 will be heard today during the Hong Subcommittee of Judiciary Non-Civil at 3 p.m., or upon adjournment of the House, in room 132 of the Georgia State Capitol. To watch a livestream of this committee hearing, please click here.
