Rep. Floyd Griffin Urges Baldwin County to Adopt Financial Recovery and Stabilization Plan

ATLANTA – State Representative Floyd Griffin (D-Milledgeville) announces that he will formally present Baldwin County officials with a proposed financial recovery and stabilization plan following a meeting on September 30, 2026, concerning the county’s financial situation. Rep. Griffin met with Sam Hatcher, executive counsel to Governor Brian P. Kemp, and Christopher Nunn, commissioner of the Georgia Department of Community Affairs.

“I appreciate Mr. Hatcher and Commissioner Nunn taking the time to meet with me and seriously discuss the situation confronting Baldwin County,” said Rep. Griffin. “It was a very productive and informative meeting. The discussion made it clear to me that the solution to Baldwin County’s immediate financial problems will have to come primarily from the county level rather than through direct state intervention. That means we cannot sit back and wait for someone else to solve this problem. Baldwin County must take responsibility for developing and implementing a credible financial recovery plan.”

Rep. Griffin will formally submit his proposed financial recovery and stabilization plan to the chairman and members of the Baldwin County Board of Commissioners for their consideration. His proposal calls for Baldwin County to undertake an independent and comprehensive examination of its financial condition and develop a structured recovery plan.

Rep. Griffin notes that the proposal is built around the following objectives: establish the county’s true financial position; determine how Baldwin County reached its present financial condition; identify immediate financial obligations and available resources; protect essential county services; strengthen internal financial controls; develop realistic debt-management and expenditure-reduction options; protect taxpayers from unnecessary additional burdens; establish accountability and transparency; and develop a clear timetable for restoring long-term financial stability.

Rep. Griffin emphasizes that the county should consider establishing an independent financial recovery structure and obtaining qualified professional assistance necessary to determine the county’s true financial condition and develop a comprehensive recovery strategy.

“This is not about pointing fingers,” added Rep. Griffin. “It is about finding the facts, accepting responsibility, protecting the taxpayers, maintaining essential services and developing a responsible path forward.”

Rep. Griffin is proposing that Baldwin County develop a written financial recovery and stabilization plan within approximately 60 days after the appropriate recovery structure and professional assistance are put in place. He notes that the plan should identify the county’s verified financial position, outstanding obligations, available revenues and assets, responsible expenditure reductions, debt-management or restructuring options, internal-control reforms and a realistic timetable for returning the county to financial stability.

“I went to the state seeking solutions,” concluded Rep. Griffin. “I appreciate the governor’s senior staff for meeting with me and discussing the options available. Now I believe it is appropriate to bring a specific recovery proposal back home to Baldwin County. This is a time for leadership, and we need everyone at the table who can contribute to a solution. We need to establish the facts and stabilize county finances – and protect taxpayers and essential services. Baldwin County has a serious problem before us, and now it is time for us to work together and solve it.”

Representative Floyd Griffin represents the citizens of District 149, which includes portions of Baldwin, Bibb and Jones counties. He was first elected to the House of Representatives in 2024 and currently serves on the Defense & Veterans Affairs, Special Rules and State Planning & Community Affairs committees.
