House Adopts Rep. Mughal’s Resolution to Encourage Sister State Relationship with Pakistan’s Sindh Province

ATLANTA – State Representative Farooq Mughal (D-Dacula) recently introduced House Resolution 446, a privileged resolution which seeks to create a sister state relationship with the Sindh province in Pakistan. The House adopted HR 446 on Wednesday, March 8, 2023, and Rep. Mughal has submitted this bipartisan resolution to Governor Brian Kemp, the U.S. Senate and the White House.

“As the first Pakistani-American state legislator, I am honored to sponsor this legislation,” said Rep. Mughal. “I look forward to collaborating with the Sindh business community to improve economic and cultural exchanges between Sindh and Georgia. A sister state relationship between the state of Georgia and the Province of Sindh would promote mutual trade and commerce and increase the potential for educational, environmental and cultural relations between our state and the Sindh province.”

House Resolution 446 serves as a formal invitation on behalf of the state legislature to the people of the Sindh province to establish a sister state relationship until December 31, 2026. This union would allow Georgia and the Sindh province to implement mutually beneficial economic, educational, environmental and cultural exchanges between the two regions. The economy of Sindh is the second largest in Pakistan and is home to the country’s industrial sector.

This resolution would also provide guidance if the state of Georgia and the Sindh government establish a sister state agreement. The agreement would identify objectives, areas of mutual interest, a list of potential activities, as well as an initial list of public and private partners that could help advance the purposes of the sister state agreement. This list would include one or more entities that could serve as facilitators and general points of contact. 

Rep. Mughal co-sponsored this bipartisan resolution with State Representatives Ron Stephens (R-Savannah), chairman of the House Economic Development and Tourism Committee; Mike Cheokas (R-Americus), chairman of the House Small Business Development Committee; Carl Gilliard (D-Savannah), chairman of the Georgia Legislative Black Caucus; and several other legislators.
