Rep. Devan Seabaugh Announces Plan to Help First Responders Suffering with PTSD

ATLANTA – State Representative Devan Seabaugh (R-Marietta) today announced his legislative initiative to help first responders suffering with Post-traumatic stress disorder (PTSD). Rep. Seabaugh sponsored House Bill 451 to require public entities to provide supplemental, illness-specific insurance to certain first responders diagnosed with occupational PTSD.

“The rise in the suicide rate among first responders suffering from Post-traumatic stress disorder is a deeply concerning issue that demands urgent attention,” said Rep. Seabaugh. “PTSD is a complex condition that can have profound impacts on individuals’ lives, affecting their mental, emotional and physical well-being. The unique challenges faced by first responders, who are regularly exposed to traumatic situations, make them particularly vulnerable to developing PTSD. I have introduced HB 451 to address this issue head-on. Bipartisan support, as well as the backing of organizations like the Association County Commissioners of Georgia and the Georgia Municipal Association, underscores the collective recognition of the importance of this bill.”

Rep. Seabaugh first introduced House Bill 451 during the 2023 legislative session. HB 451 will be eligible for consideration during the 2024 legislative session of the Georgia General Assembly.

“I hope this legislation sends a powerful message that we value the well-being of our first responders and are committed to ensuring they can continue serving their communities without compromising their own mental health,” added Rep. Seabaugh. “It also contributes to breaking down the stigma surrounding mental health issues and encourages a culture where seeking help is seen as a sign of strength, not weakness. HB 451 reflects a positive step towards addressing the rising suicide rate among first responders with PTSD. By providing the necessary resources, support and recognition, we can make a meaningful impact on the lives of these individuals and create a safer and more supportive environment for all those who selflessly serve our communities.”
